HELP WANTED: Compliance Officer --St. George Medical Clinic, Inc. (SGMC), a Federally Qualified Health Center (FQHC), has an immediate opening for a Compliance Officer. The Compliance Officer establishes and implements an effective compliance program to prevent illegal, unethical and improper conduct. The Compliance Officer reports directly to the CEO, and will assist and/or oversee performance goals both financially and clinically as established by the CEO. The responsible candidate will be expected to perform the following duties: Overseeing and monitoring the development and implementation of SGMC's Compliance Program; Identifying high risk areas through risk assessments and other means; Directing methods to improve SGMC's efficiency and quality of services and to reduce SGMC's vulnerability to fraud and abuse, such as conducting periodic audits, developing effective lines of communication on compliance issues and preparing, maintaining, implementing and disseminating written practice standards and procedures; Suggesting policies related to compliance to the CEO and developing procedures and enforcement of policies developed by the CEO and approved by the Board; Periodically revising the Compliance Program, or recommending such revisions, in light of changes in the needs of SGMC or changes in the law and/or in the standards and procedures of government and private payor health plans; Developing, coordinating and participating in training programs that focus on the components of the Compliance Program and seek to ensure that all SGMC Board members (when requested by the CEO), as well as employees, contractors, agents, consultants, volunteers and others who act on SGMC's behalf ("Staff") are knowledgeable of, and comply with, pertinent Federal and State standards and the requirements of SGMC's Compliance Program; Ensuring that the Department of Health and Human Services (HHS), Office of Inspector General's (OIG) List of Excluded Individuals and Entities, and the General Services Administration's (GSA) Excluded Parties List System, and the West Virginia Medicaid Program's Sanctioned/Excluded Provider List have been checked with respect to all employees, contractors and others who are financially compensated by SGMC;- Investigating, independently or with qualified legal counsel, and acting on any report or allegation of unethical or improper conduct or business practices, and, in conjunction with the CEO, implementing and monitoring appropriate corrective action and/or subsequent compliance;- Perform new-hire training in areas such as HIPAA, safety, environment, company policies (personnel, financial, clinical, and administrative policies), background checks and potential finger print monitoring. Individual will act as the HIPAA Privacy Officer, and will oversee all ongoing activities related to HIPAA compliance, including development, implementation and maintenance of the organizations privacy policies in accordance with applicable federal and state laws;- Directing the implementation of corrective actions in response to reports or findings of potential non-compliance, including conferring with the [Human Resources Director and/or the CEO] regarding the enforcement of disciplinary action; Coordinating and/or assisting Human Resources and/or CEO on exit interviews for terminated employee (s) and/or employees who have resigned to ensure the consistent and fair application of disciplinary action and disciplinary procedures are followed; Reporting information on the activities of the Compliance Program to the CEO and on a quarterly basis, or any other times requested by the CEO; In conjunction with the CEO, monitor all 330 funding for each grant, ensuring complete compliance on all 330 spending for each grant. Individual will also provide a monthly report to the CEO of the balance in each 330 account, and the necessary draw request for the specific grant; Accountable agent and day to day manager for 340B compliance. Assure appropriate safeguards and system integrity is in place at all times. Assure compliance with 340B program requirements of qualified patients, drugs, providers, vendors, payers and locations. Designs, maintains and implements an internal and external audit plan of the compliance of the 340B program; Receiving and responsible for Incident Reports from the staff and documenting them in the monthly Quality Assurance report; and all other duties as assigned by the CEO. Required Qualifications and Requirements: Bachelor's Degree in related field with emphasis on business administration, healthcare administration, healthcare law, risk management, quality control and accounting; Knowledge of A-133 Audits, and compliance of GAAP;-Knowledge of fraud and abuse regulations, healthcare reimbursement systems, third-party payer guidelines, and general ICD-10 coding; Ability to analyze compliance problems and develop effective solutions for correction; Ability to lead and maintain effective working relationships with all levels of employees, medical staff and external vendors; Advanced communication and interpersonal skills with all levels of internal and external customers/patients; Ability to work independently, make decisions and take appropriate action when necessary and when concerns arise; Must be highly self-motivated; Ability to work with sensitive and/or confidential information; Ability to multi-task, and to prioritize multiple projects and manage time effectively, especially demonstrating strong attention to deadlines; Flexible to work long hours, when necessary or requested, and attend Board meetings when requested by the CEO. Compensation: Salary: $50,000 - $75,000 (based on education and experience) – Full benefits package to include: health insurance, life insurance, short term and long term disability, simple IRA. Vacation package - 8 paid holidays, 80 hours sick pay and 3 personal days.
